📰 The Week in Parliament
|
Parliament returned from summer recess on Tuesday, and it was straight back to business. The Commons spent much of the week finishing off unfinished legislation from before the break — most notably the Representation of the People Bill, which returned for Report Stage on Wednesday. MPs rejected a run of opposition and backbench amendments, including a proposed Royal Commission on political donations and campaign expenditure, a new independent review of overseas electors' registration, and a requirement on the language of campaign materials — all falling on solid government majorities, alongside a rejected attempt to extend the Electoral Commission's enforcement powers.
In the Lords, peers spent the week working through the Cyber Security and Resilience Bill in Grand Committee (three days of line-by-line scrutiny so far) while also giving the Social Housing Bill its Third Reading and the Public Office (Accountability) Bill its Second Reading on Tuesday. Thursday saw a notable regret amendment from the Conservative benches on the Nature Restoration Levy Regulations 2026, criticising the exclusion of financial contribution requirements from Natural England's considerations — a sign of continuing friction over the government's approach to environmental regulation.
Away from legislation, a Thursday written ministerial statement confirmed the government will not intervene in the proposed acquisition of Warner Bros Discovery by Paramount on public interest or foreign state influence grounds — closing off one of the more closely watched media ownership questions of the year. Backbenchers also used the week to press the government on nature security and biodiversity loss as a national security issue, and on rural banking access, ahead of a busier fortnight to come.
