LI arrangements for Conference motions

(1) After requests from some branches, the LIEC have relaxed the timeline for the finalisation of proposed conference motions.  This amended timeline allows for changes in motions to reflect the discussions in the all-member meeting. The timeline will now be as follows:
  • 11th July 23.55 CEST : Draft conference motions to be sent to secretary
  • 18th July 11.30 CEST: All-members meeting to discuss proposed motions
  • 20th July 23.55 CEST: Final text for proposed motions (including new motions) to be sent to secretary
  • 21st July – 1st August 23.55 CEST: All members can vote on the proposed motions on receipt of a voting link in an email from the secretary.

Please note the following:

(1) Any motion proposed to both the LIGC and Conference will be considered separately. Motions to LIGC are proposed/amended by the LIGC as LI policy and will be processed as per normal LIGC motions. Motions proposed as conference motions will follow the process and timeline above. The latest text delivered to the secretary by 23.55 on 20th July will be the definitive text distributed for the vote.
(2) Some motions may be proposed to both the LIGC and conference motion process. Changes in the LIGC will not automatically be incorporated into a conference motion. It is at the sole discretion of the proposer and seconder of a conference motion to decide and propose the final text for conference motions. The latest text delivered to the secretary by 23.55 CEST on 20th July will be the text supplied to the members as a basis for their vote.
(3) Conference motions which are delivered to the secretary after the all-members meeting but before 20th July at 23.55 will be included in the voting.
(4) Voting will be conducted as a STV preference vote. In the event that the CAC [Conference Arrangements Committee] reject our proposed motion (as they did last year) then we will propose the motion that came in 2nd place in the voting. Naturally, we will repeat that process should the CAC reject the 2nd, 3rd placed motion.

Conference arrangements committee rules for CLP submitted motions

To be accepted by the CAC motions must meet the following requirements.
  •      on one subject.
  •      no more than 250 words in length.
  •      not considered by the CAC as an organisational matter or constitutional amendment.
  •      It deals with a topic which arose after the publication of the reports of the National Policy Forum (NPF), Policy Commissions or National Executive Committee, or has not been substantively addressed in those reports.
  •      The issue could not otherwise have been raised through the NPF process
  •      It does not seek to by-pass either the National Policy Forum policy making or National Executive Committee decision-making processes or to overturn or revisit the Party Policy Programme as agreed through the NPF process, including issues defeated at the NPF which failed to achieve the status of an alternative position at the NPF.
